Have been using IZArc for some time now. No problems so far.
Besides winzip and winrar, the zipgenius is another good choice, it is fullly free, it is a powerful zip tool that offers support for more than 20 different compression formats, including zip, zip64, upx and many others.
There's also a completely free (open source) compression/file manager for Windows called 7-Zip. http://www.7-zip.org/
Download 7-Zip version 4.23 for Windows here. You will probably then want to run it and associate it with .zip and .gz at least.
The major advantage of this one is that it can read and write in BZ2/bzip2 format, which is the Linux higher-compression-ratio standard. A few flaws: you can only read, not write, RAR archives; and you can only drag-and-drop into an archive, not out of it. But with enough support, it could become the best compression utility.
(July '05) Given that WinZip is now shareware, 7-Zip probably is the best.

It is fantasticly well behaved and gives you as much or as little techie control as you want.
All good suggestions, but WinZip is a pain as is WinRAR. Under windows, look for PowerDesk 4 or 5 free version. Ontrack wrote it and put out the free versions along with a professional version. Ontrack then sold it's software business earlier this year, I believe. The free versions of PowerDesk are still out there on the internet, usually under pd5free.exe or pd4free.exe.
PowerDesk functionally replaces Windows Explorer in an almost transparent fashion, while adding significant functionality. The best thing that PD does is to treat compression files as if they were folders. You click on the folder on the left, and all the files are shown on the right, and you can drag and drop out of the folders. It only compresses with ZIP, but it reads ZIP, PAK, ARJ, GZ, CAB, TAR, TGZ, LHA/LZH, ARC, ARK, RAR, TAZ, TGZ, DWC, ZOO and others.
