The technocratic movement was first established in North America during the great depression in the beginning of the thirties. There were several competing technocratic movements during that time, but the thing they had in common was a specific approach to the economic system. According to most economists, scarcity is defined by subjective values, and scarcity is "a good thing", since it leads to an increase of prices which means more growth. Even though the system strives after more production,it does in the same time fear abundance, a situation when production becomes so efficient that the prices of the products involved would be reduced to nothing due to fierce competition [one example is the agricultural crisis in North America during the period 1925-1935].
The technocrats saw that the increased production capacity of the continenta machinery, if we abolished the price system, would mean that we could create a society where mankind lives in order to fulfill their dreams, while 98% of the production is taken care of by automated factories. Healthcare, education, elderly care and recreation are to be made free, while a common usership of production should be instituted. The goal is "the highest possible standard of living for the highest number of people for the longest amount of time".
This would be realised by the abolishment of money and the introduction of energy accounting, where all citizens of the technate gets a basic income of "energy credits", which would be determined by the production output of the economy. These energy credits would be impossible to use for barter or for saving, and after usage, they would be destroyed. By the act of using them, the technate could determine how the consumption tracks are developing in the continent, and could thus adapt it's production after the consumption pattern, which would mean a minimum of excess production.

Recently, during may this year, a European technocratic movement has been institutionalised. We call ourselves NET, the [i]Network of European Technocrats[/i], and we are an independent research and education association with the goal to establish an energy survey over Europe in order to see how a European technate would look.
We are adapting the design of technocracy, and developing it beyond the visions of the original North American technocrats. Our vision means that Europe's ecosphere would be recreated, as agriculture and industrial production are automated and reduced to the amount which is needed to sustain and give prosperity to the European people. Our vision is that biodiversity should get the opportunity to increase, as we will abandon the consumerist mode of production, disband the large urban sprawls and instead focus on building environmentally friendly arcologies - so-called urbanates.
