not working

Downloaded the dbxconv file, extracted the files and then ran the program. The dos screen flashed. Have a file called C:\dbxconv\dbxconv\EMAILS where my email files are located.
When I try item 5 above all I get is 'dbxconv' is not recognized as an internal or exernal command, operable program or file.

Any Suggestions?
